PAFA, ONECCA Burkina Faso, and API To Increase Public Sector Professionals in Burkina Faso
Representatives from the Pan African Federation of Accountants (PAFA), the National Order of Chartered Accountants and Accounting Experts of Burkina Faso (ONECCA Burkina Faso), and the African Professionalisation Initiative (API) recently convened to discuss the delivery of public sector Professionalisation for accountants, auditors and non-finance managers in French speaking African countries. This initiative, funded by IFAC MOU partners GAVI and The Global Fund in the quest to strengthen Public Finance Management in Africa aims to increase accountability and transparency in the use of public funds through good financial governance.
Among those present included: The ONECCA BF President, Yacouba Traore; PAFA CEO, Alta Prinsloo and Evans Mulera, API CEO. Senior staff from the respective organisations also attended the meeting.
PAFA is coordinating the implementation of the project working alongside ONECCA BF and the API. The initiative is at the stage of advancing completion of English to French translation and contextualisation of the API public sector accountancy Professionalisation incumbents learning programme for government accountants and auditors.
The meeting, which was held on 14 February 2024 marks a significant step toward improving financial governance and accountability across the continent by piloting the API in Burkina Faso. The pilot phase is scheduled to launch later this year in Burkina Faso. The pilot phase will serve as an essential testing ground for the programme’s effectiveness and relevance within the local context, allowing for necessary adjustments and refinements before wider implementation. This proactive approach underscores the commitment to ensuring the successful adoption and impact of the Professionalisation program within Burkina Faso and beyond.
The meeting reviewed the progress made in translating and adapting the API public sector accountancy Professionalisation programme from English to French. Once the translation process is complete, the Professionalisation learning resources will be digitised and integrated into the API online learning platform, providing access to quality learning resources for French-speaking African countries. This initiative reflects a concerted effort to provide equitable access to professional development opportunities for public sector accountants and auditors across the continent thereby supporting realisation of the African Union agenda 2063. PAFA has signed an MOU with the African Union that includes commitments to jointly support PFM initiatives across the African continent.
The collaborative efforts of PAFA, ONECCA Burkina Faso, and API underscore a shared vision of fostering a well-equipped and proficient public sector workforce capable of upholding high standards of competence, ethics, and influence. By equipping public sector financial professionals with the necessary skills and knowledge, the initiative aims to reinforce accountability, transparency, and sound financial governance for the benefit of African citizens within the respective countries.

The API Partner Organisations
The API Learning Programmes aim to achieve the above institutional goal as a partnership between the accountancy profession (represented by the Pan African Federation of Accountants (“PAFA”)), accountants general or their equivalent (African Association of Accountants General – “AAAG”)), and supreme audit institutions or courts of auditors (represented by the English (“AFROSAI-E”) and French (“CREFIAF”) language sub-groups of the African Organisation of Supreme Audit Institutions (“AFROSAI”)).
