AFROSAI-E Partners Meeting Highlights Collaborative Progress in Public Sector Professionalisation

On September 5, 2024, AFROSAI-E held its highly anticipated midyear partners reporting meeting, a virtual gathering that drew donors and development partners working with AFROSAI-E from across the world. The meeting provided a platform for AFROSAI-E and its partners to discuss key milestones and chart the future of SAI capacity development and strengthening as well as public sector professionalisation in Africa.

Message from the CEO

The meeting kicked off with inspiring remarks from the AFROSAI-E CEO, Meisie Nkau who expressed gratitude foe the continued support from Donors while outlining the road map ahead towards realizing greater impact by Supreme Audit Institutions (SAIs).  She drew attention to the ongoing development of the AFROSAI-E strategic plan for 2025–2029 which will enable AFROSAI-E and its partners to confidently look toward a future where Africa’s public sector is fully equipped to meet the challenges of tomorrow.

A highlight of the event was the African Professionalisation Initiative (API) presentation about its significant strides toward fulfilling its vision: “An African public sector sustainably capacitated with competent, ethical, and influential professionals who support accountability, transparency, and good financial governance.” API’s mission is to “grow the capacity of public sector finance management professionals in Africa through high-quality, relevant, and future-fit learning programmes.”

API’s Progress in 2024: A Year of Transformation

API staff delivered a report on the initiative’s 2024 achievements, marking a transformative year for public sector professionalisation efforts. Among the most significant milestones highlighted were the following:

  • Learning Resources: API has expanded its reach by tailoring resources to support different categories of learners, including incumbent professionals, specialists, and students. A key addition this year is the launch of the French Accelerated Learning Programme (ALP) to cater to French-speaking countries. The initiative is also developing country-specific content and establishing the exit assessment process.
  • In-Country Implementation: The professionalisation programme now spans eight African countries: Zimbabwe, Liberia, The Gambia, Botswana, Burkina Faso, Eritrea, Namibia, and Nigeria. This expansion is instrumental in ensuring the regional development of competent public finance professionals.
  • Brand Visibility and Awareness: API has made considerable headway in building its presence. Through an improved website, heightened social media visibility, and consistent engagement in CPD (Continuing Professional Development) events, the initiative has significantly increased its outreach and recognition.
  • API Sustainability: Sustaining its momentum, API has secured critical funding from key partners including SIDA, AFDB, GAVI, The Global Fund, USAID, IFAC, PAFA and AFROSAI-E. It is actively advancing a funding model and revenue generation plan to ensure long-term financial health.

Reflecting on the AFROSAI-E Milestones

The meeting also presented a mid-year evaluation of the overall professionalisation efforts within public sector audits. Tsholo Thuntsi, speaking on behalf of AFROSAI-E, underscored progress on Goal 1: Professionalising Public Sector Audits. Josephine Mukomba provided insights on Goal 2: Empowering SAIs (Supreme Audit Institutions) for greater audit impact and quality, while Wynand Wentzel spoke on Goal 3: Transforming SAI Organisational Capabilities for Greater Impact.

The meeting culminated in a comprehensive discussion on AFROSAI-E’s strategic direction, with partners offering feedback on bilateral and regional programmes. The dialogue opened opportunities for future collaborations and reaffirmed a collective commitment to strengthening public sector governance across Africa.

As the API and AFROSAI-E continue to advance their missions to deliver public value for the African citizens.  They are reshaping Africa’s public finance management landscape by empowering professionals with the skills and knowledge needed to uphold transparency, accountability, and ethical leadership in governance.

The API Partner Organisations

The African Professionalisation Initiative is a partnership between the accountancy profession (represented by the Pan African Federation of Accountants (“PAFA”)), accountants general or their equivalent (African Association of Accountants General – “AAAG”)), and supreme audit institutions or courts of auditors (represented by the English (“AFROSAI-E”) and French (“CREFIAF”) language sub-groups of the African Organisation of Supreme Audit Institutions (“AFROSAI”)).

API is not a PAO

The African Professionalisation Initiative (API) operates not as a Professional Accountancy Organisation (PAO), but as a facilitator and catalyst for the professionalisation of public sector accountants and auditors. This critical role accelerates accountability and transparency within the public sector. Consequently, it increases the number of professional accountants eligible for membership in national PAOs, thereby enhancing their effectiveness. This growth strengthens the accountancy profession at the national level through the Pan African Federation of Accountants (PAFA) on the continental level, and with the International Federation of Accountants (IFAC) on the international level.
